The Conversion Concept


The vast expan­se of the area to be released at the air base and its urban loca­ti­on requi­re a pro‐active muni­ci­pal plan­ning stra­te­gy as well as the imple­men­ta­ti­on of this stra­te­gy into via­ble con­cepts. In view of glo­ba­li­za­ti­on and the latest envi­ron­men­tal deba­tes, sustainab­le urban spaces have to be deve­lo­ped taking into account soci­al, cul­tu­ral, eco­lo­gi­cal and eco­no­mic requi­re­ments. It is the iden­ti­ty of Fürs­ten­feld­bruck with all its visi­ble and invi­si­ble facets that has to be pre­ser­ved.

By adop­ting the gui­de­li­ne reso­lu­ti­on in 2015, the town coun­cil for­mu­la­ted per­spec­tives for deve­lo­ping the air base and, by doing so, estab­lished the long‐term stra­te­gic frame­work for action. First and fore­most, the­se gui­de­li­nes deter­mi­ne the decisi­ons and actions the muni­ci­pal aut­ho­ri­ties and the admi­nis­tra­ti­on have to take. In cer­tain inter­vals, they are to be review­ed in terms of chan­ging frame­work con­di­ti­ons and updated as the case may be.

The basic ques­ti­ons and effec­ts in the con­text of the release of the land are not only limi­ted to the air base but, in many ways, con­cern the ent­i­re town and must be inte­gra­ted into regio­nal coor­di­na­ti­on pro­ces­ses, too. That is why issu­es such as resi­den­ti­al con­struc­tion, traf­fic, ener­gy can­not be regar­ded as iso­la­ted items but, on princip­le, have to be thought through for the ent­i­re town and be deve­lo­ped in an inte­gra­ting man­ner.

Expert opi­ni­ons, stu­dies and ana­ly­ses pro­vi­de the basis for muni­ci­pal plan­ning. Once the town coun­cil has deci­ded to adopt the per­spec­tives, the admi­nis­tra­ti­on will deve­lop the tech­ni­cal con­cepts, like for examp­le the trans­port deve­lop­ment plan or the cor­re­spon­ding land‐use plan­ning.

As ear­ly as now, all kinds of dif­fe­rent par­ti­ci­pants are being inspi­red to deve­lop pro­jec­ts, which con­cep­tual­ly deal with the area its­elf and its clo­se vicini­ty, on the one hand, and which extend to a district level, on the other hand. Apart from that, the admi­nis­tra­ti­on rea­li­zes clearly‐defined con­struc­tion mea­su­res when nee­ded.
